India & Paraguay: A Friendship Forged in Shared Values and Digital Futures

Indian President Droupadi Murmu welcomed Paraguayan President Santiago Peña Palacios, emphasizing strong bilateral ties rooted in shared democratic values. Discussions highlighted growing trade, shared developmental approaches, and India's offer to share its Digital Public Infrastructure expertise with Paraguay.
New Delhi, India – In a significant diplomatic engagement on June 2, 2025, the President of India, Smt. Droupadi Murmu, extended a warm welcome to H.E. Mr. Santiago Peña Palacios, President of the Republic of Paraguay, at Rashtrapati Bhavan. The visit, President Peña's first State visit to India, underscores the deepening bond between these two vibrant democracies. The occasion was marked by a ceremonial reception and a State Banquet hosted by President Murmu in his honour.
President Murmu, in her welcoming address, highlighted the consistently cordial and friendly relations between India and Paraguay. She underscored the bedrock of their partnership: a shared commitment to universal principles and values, including democracy, human rights, the rule of law, freedom of expression, peace, and respect for sovereignty and territorial integrity. "Both countries have stood firm on the principles that we believe are important, and these principles are rooted in our civilizational values and historical experiences," President Murmu stated, emphasizing the inherent strength of their bond.
A poignant moment in the discussions was President Murmu's heartfelt gratitude to Paraguay for its unwavering condemnation of terrorism, specifically acknowledging their solidarity following the heinous terrorist attack in Pahalgam. She also commended Paraguay's consistent support for India's positions on crucial global matters, including at multilateral forums such as the United Nations, showcasing a strong alignment on international issues.
While noting the positive trajectory of bilateral trade, President Murmu keenly observed that there remains substantial untapped potential for expanding trade and commercial ties between the two nations. This signals a clear intent from both sides to boost economic cooperation in the coming years.
Addressing common challenges, President Murmu highlighted that both India and Paraguay, as part of the Global South, face similar developmental hurdles. She pointed out the striking similarity in their approaches to overcoming these challenges: a strategic focus on investing in education, employment, and capacity building to foster economic empowerment. A key takeaway from the discussions was India's proactive use of technology as an enabler for sustainable development. President Murmu expressed India's readiness to share its transformative experiences in the area of Digital Public Infrastructure with Paraguay, emphasizing that equitable access to technologies and bridging the ‘digital divide’ are national priorities for India.
Both leaders expressed strong confidence in the immense potential for further deepening ties across various sectors. They affirmed their belief that President Peña's visit would significantly contribute to strengthening relations and unlocking new avenues for engagement and collaboration. The State visit marks a pivotal moment, promising a future of enhanced cooperation and a stronger partnership between India and Paraguay.
